Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

(f)          Approval of the Disbanding of the Board of Supervisors Ad Hoc Committee Appointed for the Purposes of Reviewing and Negotiating Amendments to the Intergovernmental Agreement Between the County of Mendocino and the Coyote Valley Band of Pomo Indians

Recommended Action/Motion: Disband the Board ad hoc committee appointed to review and negotiate amendments to the intergovernmental agreement between the County of Mendocino and the Coyote Valley Band of Pomo Indians.

HEALTH AND HUMAN SERVICES AGENCY

(g)        Approval for Mendocino County Health and Human Services Agency (HHSA) Public Health to Accept California Department of Public Health Grant Revenue Agreement Number 13-20517 in the Amount of $300,000 to Provide Nutrition Education and Obesity Prevention Services to Eligible Low-Income Families in Mendocino County Beginning on October 1, 2013 and Ending September 30, 2016; and Adoption of Resolution Authorizing the HHSA Director to Approve Any Future Renewals or Amendments to the Grant

Recommended Action/Motion: Approve and authorize the Board Chair  to accept and sign the California Department of Public Health Grant Revenue Agreement Number 13-20517 in the amount of $300,000 to provide nutrition education and obesity prevention services to eligible low-income families beginning October 1, 2013 and ending September 30, 2016; and approve resolution authorizing the HHSA Director to approve any future renewals or amendments to the grant.

(h)        Approval of Amendment to BOS Agreement No. 12-073 with North Valley Behavioral Health (Yuba City, CA), Increasing Agreement Amount by $125,000 for a New Total of Agreement of $625,000 to Provide Specialty Inpatient Mental Health Services to Mental Health Clients in Fiscal Year 2012/13

Recommended Action/Motion: Approve and authorize the Board Chair to sign amendment to BOS Agreement No. 12-073 increasing the agreement amount by $125,000 for a new total agreement amount of $625,000 to provide specialty inpatient mental health services; and authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

(i)          Approval of One Time Agreement with the Ukiah Unified School District in the Amount of $74,930 to Provide Nutrition Education and Physical Activity Education to Mendocino County School Districts in the 2013/2014 Fiscal Year

Recommended Action/Motion: Approve and authorize the Board Chair to sign the agreement with Ukiah Unified School District in the amount of $74,930 to provide Nutrition Education and Physical Activity Education to Mendocino County school districts in 2013/14 Fiscal Year; and authorize the HHSA Director to sign any future amendments to the agreement that do not affect the annual maximum amount.

(j)          Approval of the Proposed Work Groups Related to the Feasibility Study of an Exclusive Operating Area (EOA) in Mendocino County and Approval of the Proposed EOA "Next Steps" Timeline

Recommended Action/Motion: Approval of proposed work group comprised of representatives from HHSA, CVEMS, CEO, County Counsel, fire chiefs and hospital staff; approval to hold stakeholder meetings to solicit input from fire chiefs, hospitals, competitive emergency transport providers, non-competitive transport providers and dispatch providers; and approval to host structured public meetings as appropriate.

TRANSPORTATION

(k)        Adoption of Resolution Approving and Executing Amendments to Department of Transportation Agreement No. 110102, Professional Services Agreement with Drake Haglan and Associates, for the Replacement of the Davis Creek Bridge on East Hill Road (Willits Area)

Recommended Action/Motion: By Resolution, authorize the Director of Transportation, or his designated representative, to sign any and all amendments to the agreement that will not result in an increased cost beyond the amount specified.

(l)          Adoption of Resolution Approving Department of Transportation Agreement   No. 130058 and Accepting the Grant Deed Conveying Real Property from Mendocino Redwood Company, LLC, for the Acquisition of Rights of Way Needed for Construction of Permanent 2011 March Storm Damage Repairs on Mountain View Road, CR 510, M.P. 15.36 (Boonville Area)

Recommended Action/Motion: By Resolution, accept and approve Department of Transportation Agreement No. 130058 with Mendocino Redwood Company, LLC, accept the Grant Deed conveying real property from Mendocino Redwood Company, LLC, in connection with Department of Transportation Project No. F-1106.113, authorize and direct the Board Chair to execute said Agreement and the Statutory Certificate of Acceptance, and direct the Clerk of the Board to submit the Grant Deed to the County Department of Transportation office for further processing and recording.

(m)      Adoption of Resolution Approving Release of All Contract Sureties, Department of Transportation Contract No. 120007, 2010 Storm Damage Repairs on Sunset Drive, CR 510, M.P. 0.30 (Point Arena Area)

Recommended Action/Motion: By Resolution, authorize release of all Contract Surities pursuant to applicable terms and conditions specified.

(n)        Adoption of Resolution Authorizing Implementation of Reorganization of Mendocino County Department of Transportation Organizational Structure by Approval of Layoff of Assistant Director Position and Incumbent in Accordance with Applicable Civil Service Rules

Recommended Action/Motion: Adopt the Resolution approving the recommended layoff of the Assistant Director position in the Mendocino County Department of Transportation.

Recommended Action/Motion: Approve the letter to the California Air Resources Board regarding the State Regulations for On-Road Heavy Duty Vehicles and their continued economic impact on Mendocino County and authorize the Chair to sign.
