3.     Public Expression                                                                                                                                                      

Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. If you wish to submit written comments, please provide 10 copies to the Executive Office staff, located in the County Administration Center, Room 1010. All meetings are tape-recorded, so speakers are reminded to announce their names as they approach the podium.

COUNTY COUNSEL

(a)        Noticed Public Hearing - Introduction and Waive Reading of an Original Jurisdiction Ordinance Allowing the Board of Supervisors, when Deemed Appropriate and Necessary, to Reserve to Itself the Functions of the Planning Agency Pursuant to Gov. Code 65100, and to Call for Direct Review of Certain Planning Projects and Approvals (Sponsors: County Counsel and Planning and Building Services)

Recommended Action/Motion: Introduce and waive the reading of the proposed Ordinance.

(b)        Noticed Public Hearing - Discussion and Possible Adoption of Proposed Mendocino Town Plan Urgency Moratorium Ordinance (Government Code Section 65858) (Sponsors: County Counsel and Planning and Building Services)

Recommended Action/Motion: Adopt the moratorium Ordinance pursuant to Government Code Section 65858.

HEALTH AND HUMAN SERVICES AGENCY

(c)         Discussion and Possible Action Regarding the Health and Human Services Agency's (HHSA) Recommendations for the Administration of the Rental of the County's Veteran's Memorial Buildings, and Follow up Discussion Regarding the Rules and Regulations of the Buildings

Recommended Action/Motion: Accept and approve HHSA's recommendations regarding the administration of the rental of the County's Veteran Memorial Buildings and receive an update regarding the rules and regulations set in place by the Board of Supervisors on December 18, 2012.

HUMAN RESOURCES

(d)        Presentation of Employee Service Awards for 15-35 Years of Service - Followed by a Reception with the Board

Recommended Action/Motion: Present Employee Service Awards to eligible recipients for 15-35 years of service to Mendocino County, followed by a reception in their honor in Conference Room A.

LIBRARY

(e)         Presentation by the County Librarian Providing the Board of Supervisors with an Annual Update

Recommended Action/Motion: No action necessary as this is an informational presentation only.

PLANNING AND BUILDING SERVICES

(f)          Noticed Public Hearing - Adoption of Ordinance Rezoning 280 Acres of Land in the Ukiah Area from Range Land -160 Acre Minimum/Flood Plain and Seismic Study (RL-160/FP/SS) to Rural Residential - 1 Acre Minimum/Planned Development/Flood Plain and Seismic Study (RR-1/PD/FP/SS)

Recommended Action/Motion: Make the Environmental and General Plan findings contained within the Planning Commission's motion and Staff Report and adopt the Ordinance approving the rezoning of Assessor's Parcel Numbers 178-190-06, 178-200-01, 178-220-01 and 179-130-01 from RL-160/FP and SS to RR-1/PD/FP and SS.

(a)        Discussion and Possible Action Including Adoption of Mendocino County's 2014 Legislative Platform (Sponsors: Supervisors Brown and Gjerde)

Recommended Action/Motion: Adopt the 2014 Mendocino County Legislative Platform as presented, directing staff to forward the adopted platform to our State and Congressional representatives, and County Department Heads.

The Mendocino County Board of Supervisors meets concurrently as the Board of Directors of the: In-Home Supportive Services Public Authority Governing Board; Mendocino County Air Quality Management District; Mendocino County Library District; Mendocino County Public Facilities Corporation; Mendocino County Water Agency; and the Board of Supervisors Acting as the Governing Board of the Successor Agency for the Redevelopment Agency of the County of Mendocino.
