Recommended Action/Motion: Conduct the Public Hearing and adopt a Resolution establishing the County of Mendocino Community Facilities District No. 2013-1 (Clean Energy), and providing for the levy of a special tax therein to finance or refinance the acquisition, installation, and improvement of energy efficiency, water conservation, and renewable energy improvements permanently affixed to or on real property or in buildings; and authorizing validation action; approve the Community Facilities District No. 2013-1 County of Mendocino Hearing Report dated January 21, 2014; introduce and waive the reading of an ordinance levying a special tax for Fiscal Year 2013-2014 and following fiscal years solely within and relating to the County of Mendocino Community Facilities District No. 2013-1 (Clean Energy); and authorize the Chair to sign all necessary documents and transactions related to the action taken by the Board.

Recommended Action/Motion: Accept the In-Home Support Services (IHSS) Advisory Committee's annual report for Fiscal Year 2012/2013.

PLANNING AND BUILDING SERVICES

Recommended Action/Motion: Make the Environmental and General Plan findings contained within the Planning Commission's motion and Staff Report and pass the resolution approving a General Plan Land Use Classification Amendment from AG 40, RL 160, RMR 40 and RR 5 to RR 10, adopt an Ordinance approving the rezoning of Assessor's Parcel Numbers 105-220-01 and 105-220-03 from AG 40 to RR 10 and conditional approval of a two lot minor subdivision.

(b)        Regular Agenda - Adoption of Urgency Ordinance Amending Chapter 7.10 of the Mendocino County Code Enacting Water Restrictions as Ordered by the Governor of the State of California in His Proclamation of a State Emergency Related to the Current Drought (Sponsor: County Counsel)

Recommended Action/Motion: Approve and authorize the Board Chair to sign Agreement with Redwood Children's Services Inc. in the amount of $300,000 to provide residential placement services for difficult to place youth in Mendocino County for fiscal year 2013/2014; and authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

SHERIFF-CORONER

(j)          Approval of Agreement with Universal Protection Services to Provide Security for the Courthouses in Mendocino County

Recommended Action/Motion: Approve the Agreement with Universal Protection Services for the period November 17, 2013 through November 16, 2015, in the amount of $245,000 annually and Authorize the Chair to sign same.

TRANSPORTATION

(k)        Adoption of Resolution Approving Department of Transportation Agreement No. 130059 and Accepting the Grant Deed Conveying Real Property from Jon B. Reed, for the Acquisition of Rights of Way Needed for Construction of Permanent 2011 March Storm Damage Repairs on Mountain View Road, CR 510, M.P. 15.40 (Boonville Area)

Recommended Action/Motion: Adopt the Resolution accepting and approving Department of Transportation Agreement No. 130059 with Jon B. Reed, accept the Grant Deed conveying real property from Jon B. Reed, in connection with Department of Transportation Project No. F-1106.114, and authorize and direct the Board Chair to execute said Agreement and the Statutory Certificate of Acceptance and direct the Clerk of the Board to submit the Grant Deed to the County Department of Transportation office for further processing and recording.
