Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. Recommended Action/Motion: Adopt a resolution approving the proposed fee amendments to the Master Fee Schedule as presented, effective July 11, 2014, authorizing the Chair to sign same. Further, approve the new format of Planning and Building Services Department fee schedule as to form.

(d)        Noticed Public Hearing - Appeal of Mendocino Historical Review Board Decision on MHRB Permit 2013-23 to Allow the Applicant's Request to Replace Two Horizontal Windows with a Cluster of Three Double Hung Windows on the South Elevation of an Approved Outbuilding Replacement

Recommended Action/Motion: Deny the appeal and uphold the MHRB decision to require the original windows to be reinserted.

(e)         Noticed Public Hearing - Adoption of an Ordinance to Approve the Update of the Mendocino Town Plan (Chapter 4.13 of the General Plan) and the Town Zoning Ordinance (Division III of Title 20 of the Mendocino County Code) (GP 2-2013/OA 1-2013) and Adoption of the Resolution for Submittal of a Local Coastal Plan Amendment to the California Coastal Commission

Recommended Action/Motion: Accept the draft update to the Mendocino Town Plan (Chapter 4.13 of the General Plan) and the Town Zoning Code (Division III of Title 20 of the Mendocino County Code) (GP 2-2013/OA 1-2013), close the public hearing, continue the hearing to a date certain and direct staff to prepare an Ordinance to approve the 2014 Mendocino Town Plan and related Zoning Code modification and prepare a Resolution to approve the submittal of a Local Coastal Plan Amendment to the California Coastal Commission, as recommended by the Planning Commission and as further modified by the Board.

(e)         Adoption of Resolution Requesting Permission from California Highway Patrol (CHP) for the "Covelo Future Farmers of America (FFA) Field Day Parade" to be Held in Covelo, California, on Saturday, May 10, 2014, on State Route 162 (Sponsor: Supervisor Pinches)

Recommended Action/Motion: Adopt the Resolution requesting permission for the "Covelo FFA Field Day Parade" to be held in Covelo, California, on Sunday, May 10, 2014, and authorize the Clerk of the Board to forward copies of the resolution to the District Permit Coordinator, Caltrans (Eureka), the California Highway Patrol, and the Covelo FFA Advisor.

(f)          Approval of the Local Government Officials Roundtable Checklist, as to Form, of Actions Taken to Date to Implement Comprehensive Broadband Availability throughout Mendocino County (Sponsors: Supervisors Hamburg and Brown)

Recommended Action/Motion: Approve the Local Government Officials Roundtable Checklist as to form - to be sent to the California Emerging Technology Fund (CETF) - regarding the actions taken by Mendocino County and its advocacy groups to expand better broadband services to its residents.

EXECUTIVE OFFICE

(g)        Adoption of a Resolution Renewing its Declaration of a Local Emergency and Extending the Existence of a Local Emergency Due to Drought Conditions and Imminent Threat of Disaster in Mendocino County Pursuant to Resolution No. 14-007, 14-008, 14-015, and 14-033 (Sponsors: Executive Office and Sheriff's Office)

Recommended Action/Motion: Adopt a Resolution renewing Mendocino County's declaration of a local emergency and extending the existing local emergency due to drought conditions.

HUMAN RESOURCES

(h)        Adoption of Resolution Authorizing Changes to the Position Allocation Table as Follows: Budget Unit 7110 - Delete 1.0 FTE Staff Assistant I, 1.0 FTE Supervising Staff Assistant, 1.0 FTE Museum Curator; Add 1.0 FTE Staff Assistant II, 1.0 Office Services Supervisor, 1.0 FTE Program Specialist II

(j)          Authorization of the Transfer of Funds from the Water Agency Fund 3260-750000, to Budget Unit 0326-863113 (Payments Other Government Agencies), in the Amount of $10,150.54 to Cover Unanticipated Expenditures

Recommended Action/Motion: Approve the request to transfer funds in the amount of $10,150.54 to cover the Water Agency for unanticipated expenses associated with obligations related to Joint Funding Agreements with DWR and USGS.

Mendocino County Air Quality Management District

(k)        Approval of the Air Quality Management District's Request for Authorization of an Additional $55,748 to Change the Funding Amount Authorized for a Carl Moyer Program Grant

Recommended Action/Motion: Approve an additional $55,748 for Carl Moyer Program Grant Project No. 13-10 (Akin) as requested, and authorize the Air Quality Management District to enter into an agreement with the project applicant for a total project allocation of $120,581.
