Permit 2013-23 to Allow the Applicant's Request to Replace Two Horizontal
Windows with a Cluster of Three Double Hung Windows on the South Elevation of an Approved Outbuilding Replacement
Recommended Action/Motion: Deny the appeal and uphold the
MHRB decision to require the original windows to be reinserted.

Public Hearing - Adoption of an Ordinance to Approve the Update of the
Mendocino Town Plan (Chapter 4.13 of the General Plan) and the Town Zoning

Recommended Action/Motion: Accept the draft update to the
Mendocino Town Plan (Chapter 4.13 of the General Plan) and the Town Zoning Code
(Division III of Title 20 of the Mendocino County Code) (GP 2-2013/OA 1-2013),
close the public hearing, continue the hearing to a date certain and direct
staff to prepare an Ordinance to approve the 2014 Mendocino Town Plan and
related Zoning Code modification and prepare a Resolution to approve the
submittal of a Local Coastal Plan Amendment to the California Coastal
Commission, as recommended by the Planning Commission and as further modified
by the Board.

Reports Regarding Board Special Assignments, Standing and Ad Hoc Committee

Recommended Action/Motion: Accept the report from the
Drought Ad Hoc Committee.
Recommended Action/Motion: Receive informational
presentation by the Children's Action Committee and partake in the luncheon
immediately following in the Administration Center foyer.
7. Board of directors matters
The Mendocino County Board of Supervisors meets concurrently as the Board
of Directors of the: In-Home Supportive Services Public Authority Governing
Board; Mendocino County Air Quality Management District; Mendocino County
Library District; Mendocino County Public Facilities Corporation; Mendocino
County Water Agency; and the Board of Supervisors Acting as the Governing Board
of the Successor Agency for the Redevelopment Agency of the County of Mendocino.

of Resolution Requesting Permission from California Highway Patrol (CHP) for
the "Covelo Future Farmers of America (FFA) Field Day Parade" to be
Held in Covelo, California, on Saturday, May 10, 2014, on State Route 162 (Sponsor: Supervisor Pinches)
Recommended Action/Motion: Adopt the Resolution requesting
permission for the "Covelo FFA Field Day Parade" to be held in
Covelo, California, on Sunday, May 10, 2014, and authorize the Clerk of the
Board to forward copies of the resolution to the District Permit Coordinator,
Caltrans (Eureka), the California Highway Patrol, and the Covelo FFA Advisor.
Recommended Action/Motion: Approve the Local Government
Officials Roundtable Checklist as to form - to be sent to the California
Emerging Technology Fund (CETF) - regarding the actions taken by Mendocino
County and its advocacy groups to expand better broadband services to its
residents.

Mendocino County's declaration of a local emergency and extending the existing

Recommended Action/Motion: Accept the Department of
Planning and Building Services 2013 Development Activity Report.
Recommended Action/Motion: Approve the request to transfer
funds in the amount of $10,150.54 to cover the Water Agency for unanticipated
expenses associated with obligations related to Joint Funding Agreements with
DWR and USGS.

Recommended Action/Motion: Approve an additional $55,748
for Carl Moyer Program Grant Project No. 13-10 (Akin) as requested, and
authorize the Air Quality Management District to enter into an agreement with
the project applicant for a total project allocation of $120,581.
