Local Cannabis Regulations

Cannabis Cultivation

For the most recent activity scheduled for the Board of Supervisors consideration please refer to Cannabis Cultivation Ordinance (MCCR) Information on the Planning and Building Services website. Additional cannabis related information is also located at on the Agriculture website.

Mendocino County is developing a cannabis cultivation ordinance.  In August 2016, the Board of Supervisors directed staff to move forwarded with an environmental review of the draft cultivation and zoning ordinance.   As of February 2017, the ordinances are currently being reviewed by the Board of Supervisors.

Non-Cultivation Cannabis Activities

Mendocino County is developing an ordinance to permit the other aspects of the cannabis industry outlined in the Medical Cannabis Regulation and Safety Act of 2015 (dispensing, distribution, processing, testing, manufacturing, delivery and transportation).  An upcoming Board of Supervisors workshop is scheduled for March 28, 2017.

Local Cannabis Measures on the Ballot

There are two local cannabis ballot measures for the November 8, 2016, election. 

The County Board of Supervisors placed Measure AI – Cannabis Business Tax on the ballot, which would tax cannabis permits adopted by the Board.  

There is also Measure AF – The Heritage Initiative, developed by the cannabis industry to regulate permitting within the County.  The Board of Supervisors has adopted a NO position on this measure because its lack of environmental review and public/community review process.  The position statement by the Board is below:
