Mendocino County is developing a cannabis cultivation ordinance. In August 2016, the Board of Supervisors directed staff to move forwarded with an environmental review of the draft cultivation and zoning ordinance.

Below is the California Environmental Quality Act (CEQA) project description and ordinances released on September 1, 2016, for early agency consultation:
An updated CEQA Project Description and an Initial Study are tentatively scheduled to be released for a formal 30 day public comment period in mid-October. This page will be updated when the documents are released.
In November the Mendocino County Planning Commission will hold a Public Comment Workshop on the CEQA documents and ordinances. Action by the Planning Commission is tentatively set for December 1, 2016, meeting.
Following Planning Commission review and recommendations, the Board of Supervisors will hear the ordinances for adoption in December 2016 and January 2017.
Non-Cultivation Cannabis Activities
Mendocino County is developing an ordinance to permit the other aspects of the cannabis industry outlined in the Medical Cannabis Regulation and Safety Act of 2015 (dispensing, distribution, processing, testing, manufacturing, delivery and transportation). An overview of the proposed permitting structure is tentatively scheduled for the General Government Standing Committee on October 17, 2016.
Local Cannabis Measures on the Ballot
There are two local cannabis ballot measures for the November 8, 2016, election.
The County Board of Supervisors placed Measure AI – Cannabis Business Tax on the ballot, which would tax cannabis permits adopted by the Board.
There is also Measure
AF – The Heritage Initiative, developed by the cannabis industry to
regulate permitting within the County.
The Board of Supervisors has adopted a NO position on this measure
because its lack of environmental review and public/community review process. The position statement by the Board is below:
